Consultant to develop website for Value-chain Capacity building Network

The Regional Training Network for Value chain programs, funded by IFAD and implemented by HELVETAS Vietnam, is looking for a consultant to develop a website for our Network. 
As agriculture and food markets have expanded in Asia and the Pacific, Asia Pacific Region’s financing of pro-poor market systems has grown substantially. In spite of the growing opportunities (as illustrated by increasing funding to poor market system development initiatives), IFAD implementing partners face significant challenges in effectively integrating smallholders through development of functional/improved market systems. The diversity in contexts under which market systems are being promoted/ facilitated denotes that there is no single, simple blueprint. There are also significant gaps and variability in the capacities/competencies of implementing partners to effectively develop, execute and scale inclusive and poverty-reducing market systems.
To address these challenges, IFAD provides a grant with the overall goal that Governments and IFAD implementing partners in India, Indonesia, China, Myanmar, Bangladesh, Vietnam and Laos are identifying, designing, successfully implementing, measuring and scaling up market system development initiatives that increase incomes of the rural poor. The primary objective is to establish a self-sustaining network of regional and national centres of excellence to provide the technical expertise and training required to support IFAD’s executing partners in developing and scaling up successful business models of market systems.
The assignment
In order to exchange and share knowledge about Value chain and Market System Development (CV/MSD) in the region as well as to promote the Network and its member, a website is required to be developed.
The website is developed as a platform for knowledge building and sharing about VC/MSD in order to:
  • Communicate the Network’s vision, mission and activities to its members, stakeholders and potential client;
  • Introduce profiles of CoE members from 7 countries in the Network and their available products and expertise;
  • Share updated information, news and best practices on VC/MSD in the region and in each country;
  • Take stock of available knowledge on VC/MSD in the Network’s library;
  • Connect registered members to the collaboration platform (Pamoja Extranet) as a main gate.
Key activities:
  • Build the website according to the proposed mock-up website (The mock-up can be found in the following link).
  • Frequent exchange with HELVETAS team on the design and ensure the on-time progress
  • Provide tutorials on how to use the website to HELVETAS staff
  • Support HELVETAS on maintain/upgrade the website during test run
  • Advice HELVETAS on hosting.
A well-functioning website following proposed design from the project is delivered by the set date.

Remuneration will be subject to the qualification of the consultant and to agreement on services provided by the consultant in relations to HELVETAS’s financial regulations.
The contract will be in form of lump-sum with the proposed total budget covering consultancy fee, VAT/PIT.
- 5-8 year experience in web design;
- Proven records with products of similar functions and design
- Positive work attitude and open to ideas/comments from the project team
- Interested in sustainable development.
